PROJECT GOAL
To develop educational materials for the Montgomery County Department of Transportation (MCDOT) and MWCOG’s Transportation Planning Board (TPB) to teach community residents, employees, and visitors about safety regarding the County’s new innovative bicycle and pedestrian infrastructure in Montgomery County.
APPROACH
Funded by the Metropolitan Washington Council of Governments (MWCOG) and National Capital Region Transportation Planning Board (TPB), three consultants collaborated to produce a program and suite of educational tools to promote innovative new pedestrian and bikeway infrastructures for Montgomery County Department of Transportation (MCDOT). Foursquare Integrated Transportation Partners managed the project and led the research; Clark Concepts produced the creatives; and NeoNiche created the videos and conducted the bilingual community outreach events.
We produced of a series of comprehensive instructional videos for all potential users demonstrating how to safely navigate the new Montgomery County BiPPA (Bicycle Pedestrian and Priority Areas) and bikeway infrastructures.
We also led the community outreach work through bilingual in-person pop-ups to establish awareness of the new infrastructures with the community. Our teams captured data on site from pedestrians, cyclists, and motorists using the new infrastructure to see how it was being used and that data was utilized to test the program’s effectiveness. The comprehensive Executive Summary documented the positive impact of our instructional videos and outreach efforts and deemed the project’s efforts a success. The videos were received by the public with 100% of viewers believing the messaging was clear with 92% perceiving the videos as engaging and easy to understand.
The program, branded “Look Out”, consisted of an interactive web page, infographics, brochures, community engagement, and two videos to ensure that everyone would feel comfortable using these public spaces regardless of their age and abilities.
ABOUT THE CLIENT
Metropolitan Washington Council of Governments (COG) hosts and staffs the National Capital Region Transportation Planning Board (TPB). The TPB is the federally designated metropolitan planning organization (MPO) for metropolitan Washington. Working with local, state, regional, and federal partners, the TPB coordinates future plans, provides data and analysis to decision makers, and coordinates regional programs to advance safety, land-use coordination, and more. TPB’s Transportation Land-Use Connections Program provides short-term consultant services to local jurisdictions for small planning projects that promote mixed-use, walkable communities and support a variety of transportation alternatives.
